Artashes Kakoyan is the managing partner of Investment Law Group LLC, who established the company in 1999.

 

Artashes provides legal assistance to various local and foreign well-known clients in various sectors including Commercial transactions, Corporate relations, Mining, Energy, Water, Telecommunications etc.

 

Artashes is particularly experienced in drafting various types of agreements, issuing legal opinions at the request of many large companies as well as drafting numerous Laws and Acts of Armenia including the RA Mining Code, Telecommunications Act of Armenia, Arbitration Act of Armenia, etc.

Represented the President of the Republic of Armenia before the courts and the Central Electoral Commission of Armenia during the Presidential Elections of 2003 as well as participated in the international litigation on behalf of the Republic of Armenia in the High Court of the UK.

 

Provided comprehensive legal support to Lydian International, Fortune Resources and other companies regarding planned investment in mining sector of Armenia.

 

Advised Zangezur Copper Molybdenum Combine CJSC in connection with acquisition of shares of Ler-Ex LLC mining company. 

 

Advised RA Government regarding the transaction of acquisition of Vorotan Complex of HPP CJSC assets by Contour Global subsidiary. 

 

Advised Tashir Group in connection with the transaction of acquisition of “Electric Networks of Armenia” CJSC shares.

 

Provided legal assistance to a foreign investor in the construction activities of gas-turbine power plants in Vanadzor and Meghri. 

 

Led a team of lawyers responsible for drafting of the existing and the amended Mining Code of Armenia (to be adopted) and was responsible for ongoing negotiations with various state entities.

 

Provided assistance to the Public Services Regulatory Commission in development of a regulatory framework for the telecommunications sector of Armenia.

 

Participated in strengthening of the regulatory framework for water companies in the area of service quality monitoring.

 

Participated in the development of a service quality monitoring system for the Public Services Regulatory Commission of Armenia.

 

Drafted legal acts for the development of Urban Heating Project.

 

Advised the Government of Armenia on development of a multi-sector regulatory agency (Energy, Water, Telecommunications).

 

Project "Armenian Telecommunications Technical Assistance-Armenia Support" for liberalization of the telecommunications sector in Armenia.

 

Drafting of a new Telecommunications Act with key supporting regulations, technical assistance to the independent regulator in strengthening the regulator's operations and providing professional expertise in addressing key issues in the early stages of market liberalization (The USAID project).

 

Issued legal opinions at the request of Ansett Worldwide Aviation Netherlands B.V. in respect of the lease of various aircrafts.

 

Prepared amendments to the various laws of Armenia.

 

Prepared the Draft Rules for the Supply and Use of Natural Gas".

 

Preparation of a Report on the Draft Rules for the Supply and Use of Natural Gas with a view to supporting the preparation of Urban Heating Project.

 

Prepared a service agreement between the water and wastewater foreign operator for Yerevan and the State Committee of Water Economy at the Government of Armenia.

 

Local adviser to Raiffeisen Investment AG, the privatization adviser to the Government of Armenia; privatization of four electricity distribution companies of Armenia. Conducting of a due diligence exercise, preparation of legal documentation.

 

Member of the group responsible for drafting of the Arbitration Act of Armenia (modeled on the UNCITRAL Model Law), the Registration of the Rights in the Movables Act of Armenia, the Code of Procedure in the Economic Court of Armenia and various other laws and regulations.
